Creates the Administrative Trust Fund within the Executive Office of the Governor

Fund receives deposits from indirect cost reimbursements from grantors, administrative assessments against trust funds, interest earnings, and other administrative fees

Trust fund supports department-wide management activities funded by indirect cost earnings or assessments against trust funds

Trust fund automatically terminates on July 1, 2014, unless terminated sooner, and must be reviewed according to s. 215.3206, Florida Statutes before termination

Effective date is contingent on SB 1238 or similar legislation becoming law and requires a three-fifths vote in both houses of the Legislature
