Redefines "family day care home" (also called "family child care home") as an occupied residence providing child care for children from at least two unrelated households, with specific capacity limits based on the ages of children in care.

Establishes capacity rules for family day care homes: up to 5-6 children total when caring for infants under 12 months, or up to 10 children total when caring for two infants, with additional school-aged household children allowed.

Creates new "large family child care home" category for residences with at least two full-time child care employees that have operated as licensed family day care homes for 2 consecutive years, allowing capacity of 8-12 children depending on age composition.

Defines "household children" as children related by blood, marriage, adoption, or legal wardship to adult household members who meet level 2 screening requirements, and allows providers discretion in supervising these children unless they receive subsidized care.

Permits child care for 24+ hours when a parent works a 24+ hour shift (with employer certification), but limits consecutive care to 72 hours per 7-day period, with temporary waivers allowed during declared emergencies.
