Prohibits local governments from restricting blood establishments' access to public facilities or infrastructure based on whether the establishment operates as for-profit or not-for-profit organization.

Prohibits blood establishments from basing prices for blood or blood components solely on whether the purchasing hospital or health care provider is a for-profit or not-for-profit organization.

Requires blood establishments that collect blood only from volunteer donors and distribute prescription drugs to health care entities to obtain a restricted prescription drug distributor permit.

Limits blood establishments' prescription drug distribution to medications for bleeding/clotting disorders or anemia, blood-collection containers, and blood derivatives or recombinant drugs.

Effective date: July 1, 2010.
