Amends s. 1002.72, F.S. to authorize early learning coalitions to share confidential and exempt records of children enrolled in the Voluntary Prekindergarten Education Program with qualified contractors.

Defines "qualified contractor" as entities performing duties for early learning coalitions including parent orientation, provider registration, eligibility determination, and child enrollment in the statewide information system.

Excludes school districts, public schools, and private entities deriving more than 5 percent of income from child care services from the definition of qualified contractor.

Removes the scheduled October 2, 2010 repeal date for the public records exemption under the Open Government Sunset Review Act, making the exemption permanent.

Takes effect October 1, 2010.
