Proposes a new Section 28 of Article I of the Florida State Constitution to be submitted to voters at the next general election or earlier special election.

Prohibits laws or rules from compelling any person or employer to purchase, obtain, or provide health care coverage.

Permits persons, employers, and health care providers to pay for or accept direct payment for lawful health care services without penalties or taxes.

Prohibits laws or rules from abolishing the private market for health care coverage of any lawful health care service.

Carves out exceptions for laws in effect as of March 1, 2010; workers' compensation; provider requirements; and laws passed by two-thirds legislative vote that specify public necessity; does not restrict negotiated insurance contract provisions limiting copayments, coinsurance, or deductibles.
