HB 13 Summary

• Eliminates provisions requiring the Department of Health to create and administer a statewide septic tank evaluation program, including the mandatory 5-year evaluation cycle for system owners.

• Repeals section 381.00656, which established a grant program to assist low-income homeowners (at or below 133% of federal poverty level) with costs of inspecting, pumping, repairing, or replacing onsite sewage systems.

• Removes authorization for the Department of Health to collect evaluation report fees ($15-$30) from septic tank evaluations and eliminates the revenue-neutral fee schedule requirement.

• Retains prohibition on land application of septage from onsite sewage systems effective January 1, 2016, and maintains all other enforcement, permitting, and operational provisions for onsite sewage treatment systems.

• Takes effect upon becoming law.
