Authorizes board of county commissioners members, clerks of circuit court, county comptrollers, sheriffs, supervisors of elections, property appraisers, and tax collectors to voluntarily reduce their salary rates.

Maintains existing salary schedules for all covered county officials based on county population groups, with base salaries and incremental group rates applied to populations exceeding the minimum threshold.

Special qualification salary bonuses of $2,000 per year remain in effect for certified officials meeting requirements established by their respective state departments or agencies.

Certification requirements and continuing education obligations remain unchanged for each position to maintain special qualification salary eligibility.

Effective date is July 1, 2011.
