Appropriates $810,000 from the General Revenue Fund to compensate William Dillon, who was wrongfully incarcerated for 27 years based on discredited dog scent evidence and false testimony before being exonerated by DNA testing and released on November 18, 2008.

Directs the Chief Financial Officer to purchase an annuity with the appropriated funds selected by William Dillon from an insurance company or financial institution authorized to issue annuity contracts in Florida.

Waives tuition and fees for William Dillon for up to 120 hours of instruction at career centers, community colleges, or state universities, provided he meets regular admission requirements and maintains satisfactory academic progress.

Requires William Dillon to execute a release and waiver of all present and future claims against the State of Florida and its agencies before receiving the annuity, though he may still pursue judicial record expungement.

Prohibits additional awards for attorney's fees, lobbying fees, or costs; declares this compensation as the sole remedy for all claims related to his conviction and imprisonment; and voids unused benefits if a court later finds him not innocent.
