Authorizes school districts to request extensions to educational plant survey submission deadlines for up to 180 days, with a maximum of four consecutive extensions per survey.

Extension requests must be submitted to the Department of Education at least 90 days before the current deadline and must include a letter from the district superintendent citing the specific need and a formal application with supporting data and board member signatures.

Prohibits school districts from contracting new construction projects during extension periods, except for local bonded projects and those financed with voter-approved one-half-cent sales surtax for public school capital outlay.

Requires the State Board of Education to adopt rules to implement the extension process.

Effective date is July 1, 2011.
