Creates the Office of the Chief Technology Officer within the Department of Financial Services, led by a Chief Technology Officer appointed by the Governor and Cabinet

Establishes three divisions: Strategic Procurement (enterprise IT procurement and acquisition management), Policy Formulation/Development/Standards (technical expectations and IT workforce standards), and Implementation (execution and integration of technology components)

Requires the Chief Technology Officer to develop a multiyear plan to consolidate all state agency data centers into three primary locations by January 1, 2014

Mandates development of a revised financial management infrastructure by December 31, 2011, and reconfiguration of Department of Management Services, Department of Financial Services, and Agency for Enterprise Information Technology operations by January 1, 2012

Takes effect July 1, 2011
