Allocates a portion of Powerball net revenues annually to enhance voluntary prekindergarten education programs, as determined by the Legislature.

Requires Powerball funds allocated to voluntary prekindergarten programs to be distributed equally per student enrolled and used only for direct classroom expenditures, not administrative costs.

Adds new subsection (f) to establish the prekindergarten funding mechanism while renumbering subsequent subsections accordingly.

Requires school districts to make quarterly public reports in easy-to-understand format detailing expenditures of lottery funds allocated to each district.

Takes effect October 1, 2011.
