Prohibits extra compensation to public employees unless approved by two-thirds vote of the legislature, with exceptions for state senior management and plainclothes deputy allowances.

Establishes requirements for bonus programs: must base awards on work performance, describe evaluation standards, notify employees before the evaluation period, and consider all employees for bonuses.

Limits severance pay to 20 weeks of compensation unless approved by two-thirds vote of the governing body; prohibits severance pay for employees terminated for misconduct, effective July 1, 2011.

Removes provisions from county and municipal law that previously allowed extra compensation programs, and requires all contracts involving extra compensation to permit open discussion of contract terms.

Repeals provisions relating to water management district severance pay prohibitions and updates cross-references in statutes regarding special districts.
