Declares Florida legislature occupies the entire field of firearms and ammunition regulation, including purchase, sale, transfer, manufacture, ownership, possession, storage, and transportation, preempting all local ordinances and rules.

Eliminates county authority to adopt waiting-period ordinances for handgun purchases, which previously allowed up to 3 working days between purchase and delivery.

Establishes civil penalties up to $5,000 for knowing and willful violations by local officials, with court authority to issue injunctions and prevent use of public funds to defend violators.

Allows persons or organizations adversely affected by violative ordinances to sue for declaratory and injunctive relief, actual damages up to $100,000, reasonable attorney's fees, and interest accruing from filing date.

Preserves exceptions for neutral zoning ordinances covering firearms businesses with other businesses, law enforcement agency regulations, court jurisdiction, and Florida Fish and Wildlife Conservation Commission wildlife regulations.
