Authorizes the Board of Massage Therapy to issue temporary permits to applicants who graduate from accredited massage therapy schools and meet all licensure qualifications except for examination and certain other requirements.

Allows applicants to practice massage therapy under a temporary permit while awaiting licensure examination, provided they practice under the direct supervision of a licensed massage therapist with a full, active, and unencumbered license.

Temporary permits are valid for 6 months from issuance or until the applicant either passes the licensure examination, receives a massage therapist license, or fails the examination, whichever occurs first.

Establishes a temporary permit fee not to exceed $50, to be set by the Board of Massage Therapy.

Takes effect July 1, 2011.
