Authorizes sheriffs to charge a $40 fee for "processing" writs of execution and permits parties to provide sheriffs with electronic copies of process signed and certified by the clerk of court.

Requires process servers to place required information on the first page of at least one served process and list all initial pleadings delivered on the return-of-service form, which must be filed with the court.

Mandates that gated residential communities grant unannounced entry to authorized process servers attempting to serve defendants or witnesses residing within the community.

Allows service on any employee of a registered agent during the first service attempt even if the registered agent is temporarily absent, and reduces the number of process copies required to be served on statutory agents from two to one.

Requires process servers to sign return-of-service forms, allows sheriff employees to sign electronically, and imposes a fine up to $10 for failure to sign or state required facts; permits records to be retained as paper or electronic copies.
