Requires district school boards to include in their student code of conduct an explanation of student responsibilities regarding appropriate dress, respect for self and others, and their connection to maintaining an orderly learning environment.

Mandates adoption of a dress code policy prohibiting students from wearing clothing that exposes underwear or body parts in an indecent or vulgar manner or that disrupts the learning environment during the regular school day on school grounds.

Establishes disciplinary consequences for dress code violations: first offense receives verbal warning and parent notification; second offense results in up to 5 days extracurricular activity ineligibility and parent meeting; third and subsequent offenses result in up to 3 days in-school suspension, up to 30 days extracurricular activity ineligibility, and written parent notification.

Makes adherence to appropriate dress and other codes of student conduct a prerequisite for students to participate in interscholastic extracurricular activities.

Takes effect July 1, 2011.
