Establishes Internet poker hub operators selected through competitive procurement (maximum three operators), requiring a $10 million advance payment, $500,000 annual license fee, and $1 million surety bond.

Imposes a 10 percent tax on Internet poker hub operators' monthly gross receipts, with proceeds distributed to cardroom affiliates (70 percent), hub operators (25 percent), advertising (4 percent), and gambling treatment services (1 percent).

Requires registered players to be at least 18 years old and physically present in Florida during play, with provisions for self-exclusion forms and responsible gambling links on all platforms.

Establishes employee and business occupational licensing requirements, criminal background checks, and penalties up to $10,000 for violations, with all regulatory fees deposited into the Pari-mutuel Wagering Trust Fund.
