Prohibits operating a motor vehicle while manually typing, entering characters, or sending/reading data on a wireless communications device for nonvoice communication including texting, emailing, and instant messaging.

Creates exceptions for emergency vehicle operators, law enforcement, emergency responders, reporting emergencies to authorities, receiving navigation or safety alerts, using navigation devices, and voice-only communication.

First violation is a noncriminal traffic infraction punishable as a nonmoving violation; second or subsequent violation within 5 years is punishable as a moving violation.

Restricts enforcement to secondary action only, meaning citations may be issued only when a driver is detained for a violation of another traffic law.

Amends the driver's license point system to assign 6 points for unlawful use of a wireless communications device resulting in a crash, effective October 1, 2011.
