Requires the clerk of the Florida Supreme Court to transmit certain judicial opinions to the Governor, President of the Senate, and Speaker of the House of Representatives within 30 days of publication

Requires the clerk of each district court of appeal to transmit certain judicial opinions to the same three officials within 30 days of publication

Applies to opinions that: declare a Florida statute, regulation, or governmental practice unconstitutional; recommend statutory or regulatory changes; or find that a statute's meaning is unclear

Establishes that the law facilitates communication among branches of government regarding interpretation and constitutionality of Florida law without granting additional powers beyond those in the State Constitution

Takes effect July 1, 2011
