Requires advertisements and notices on local government websites to be conspicuously placed on the homepage or directly accessible via link, with publication dates clearly indicated, and allows government access channels to display summaries of all published notices.

Amends multiple Florida statutes to allow publication of various legal notices on publicly accessible websites as alternatives to newspaper publication, including ordinances, budget notices, election notices, zoning hearings, construction contracts, tax notices, and development of regional impact announcements.

Establishes specific publication frequency requirements for website notices (daily publication for specified periods, typically matching or exceeding traditional newspaper publication timelines) and maintains newspaper publication as an optional alternative method.

Becomes effective October 1, 2011, and applies to counties, municipalities, and other political subdivisions subject to Florida's public notice requirements.
