Extends lifetime free annual entrance passes to state parks to parents of deceased veterans and to surviving spouses and parents of law enforcement officers and firefighters killed in the line of duty.

Allows municipalities with state parks located wholly within their boundaries to use surcharge proceeds for beach renourishment, restoration, and associated costs, but excludes these funds from calculations for state matching funds.

Exempts the state from liability provisions under s. 588.15, Florida Statutes, regarding property in the state park system with free-roaming animal populations.

Designates the boat basin on Grand Lagoon at St. Andrews State Park in Bay County as "Jack Mashburn Marina" and directs the Department of Environmental Protection to erect suitable markers.

Takes effect July 1, 2011.
