Prohibits health insurance policies and health maintenance contracts purchased with state or federal funds through the Affordable Care Act exchanges from covering abortions, except in cases of rape, incest, or when pregnancy threatens the woman's life as certified by a physician.

Allows insurers to offer separate abortion coverage if purchased entirely with private funds, not state or federal subsidies.

Applies abortion coverage restrictions to group health insurance policies issued outside Florida that cover Florida residents, if any tax credits or cost-sharing credits are used.

Extends abortion coverage restrictions to plans under the Employee Health Care Access Act when purchased with state or federal funds through exchanges.

Takes effect July 1, 2011.
