Prohibits persons from using or applying cadmium in excess of 75 parts per million on surface coatings or substrate materials in children's jewelry, toys, or child care articles sold in Florida.

Defines "child" as an individual 7 years of age or younger, and establishes definitions for "child care article," "children's jewelry," and "toy."

Exempts collectible toys not marketed to or intended for use by children younger than 14 years of age from cadmium restrictions.

Establishes a third-degree felony penalty for non-individual consumers who knowingly and intentionally violate the cadmium limits.

Takes effect July 1, 2011.
