Exempts veterans from all driver's license fees if they are honorably discharged, hold a valid Department of Veterans' Affairs identification card, have a 100-percent service-connected disability rating, receive disability retirement pay from the Armed Services, and qualify for a driver's license.

Provides a 50-percent reduction in all driver's license fees for veterans who are honorably discharged, hold valid Department of Veterans' Affairs identification, qualify for a driver's license, and have a service-connected disability rating of at least 50 percent but less than 100 percent.

Reorganizes existing fee exemption provisions in section 322.21, Florida Statutes into two categories based on disability rating levels.

Takes effect July 1, 2011.
