Adds $1 voluntary contribution options for homeless aid to motor vehicle registration forms, driver license application forms, and driver license renewal forms, with contributions deposited into the Grants and Donations Trust Fund of the Department of Children and Family Services.

Creates a new homelessness prevention grant program (s. 414.161) providing emergency financial assistance to families facing loss of housing, with maximum grants of $300,000 per lead agency and up to 3 percent of grant funds for administration.

Requires lead agencies administering homeless assistance continuums of care to track and report on assisted families for at least 12 months, with a goal that 85 percent of families assisted remain housed and avoid homelessness in the ensuing year.

Limits lead agencies to spending a maximum of 8 percent of "Challenge Grants" funding on administrative costs under the State Office on Homelessness grant program.

Repeals s. 414.16 (emergency assistance program for families with children facing loss of shelter) and revises Housing First legislative findings to remove references to background checks and substance abuse rehabilitation requirements.
