Deletes funding qualification requirement and restructures the Prostate Cancer Awareness Program to be led by the University of Florida Prostate Disease Center (UFPDC) instead of the Department of Health.

Authorizes UFPDC to collaborate with other agencies and organizations to increase community education and public awareness of prostate cancer, including early detection, research progress, clinical trials, health disparities reduction, and physician best practices.

Requires UFPDC to establish the Prostate Cancer Advisory Council with 9 members including prostate cancer survivors, physicians, scientists, and medical professionals who serve as volunteers without compensation.

Advisory Council must meet annually and shall submit annual reports to the Governor, Legislature, and State Surgeon General by January 15 each year with recommendations to decrease prostate cancer incidence and racial/ethnic disparities.

UFPDC and the Advisory Council shall be funded within existing university resources, effective July 1, 2011.
