Revises Gold Seal Quality Care criteria to require child care providers to have failed to correct the same class III violation within 1 year of citation, rather than simply committing violations three or more times, and changes grounds for termination from mandatory ("shall") to discretionary ("may").

Adds new definition of "household children" as those related by blood, marriage, legal adoption, or legal wardship to operators or adult household members, and includes household children under 13 years in capacity calculations for family day care homes and large family child care homes.

Provides that supervision of an operator's household children is discretionary unless those children receive subsidized child care through the School Readiness Program.

Requires child care facility, family day care home, and large family child care home advertisements to include state or local agency license number or registration number, establishing violation as a first-degree misdemeanor.
