Mandates an all-red clearance interval between yellow and red signal changes to allow additional time before conflicting traffic movements proceed.

Requires intersections with posted speed limits greater than 55 mph to display advance warning signs alerting drivers to the traffic control signal.

Makes citations for running red lights unenforceable and subject to dismissal if the traffic signal does not meet the specified requirements under this act.

Sets compliance deadlines requiring intersections with traffic detectors to meet requirements by December 31, 2011, and all other intersections by December 31, 2013, with one-third of total intersections examined annually.
