Appropriates $700,000 from the General Revenue Fund to the Department of Transportation as compensation for Dennis Gay for injuries sustained from being struck by a DOT vehicle on February 2, 2005 in Tampa.

Allocates $500,000 of the appropriation to be placed in a special needs trust for Dennis Gay's benefit, with any remaining funds reverting to the General Revenue Fund upon his death.

Allocates $200,000 of the appropriation to be paid directly to Dennis Gay for past monetary losses.

Limits attorney's fees, lobbying fees, costs, and similar expenses relating to the claim to a maximum of 25 percent of the $700,000 award.

Establishes this compensation along with the $200,000 previously paid by DOT under sovereign immunity limits as sole compensation for all present and future claims arising from the incident.
