Requires the Department of Health to include air quality testing for enclosed ice skating rinks in its environmental health program to protect visitors and employees from harmful gases including nitrogen oxides, hydrocarbons, carbon monoxide, and carbon dioxide.

Authorizes the Department of Health to adopt rules establishing air quality standards, monitoring and testing requirements, recordkeeping procedures, equipment maintenance standards, ventilation requirements, and response protocols for violations.

Allows the Department of Health to assess fees not exceeding actual administrative costs and to enter and inspect enclosed ice skating rinks at reasonable hours to verify compliance with applicable air quality statutes and rules.

Establishes administrative fine authority for violations of enclosed ice skating rink air quality standards, with maximum fines of $500 per violation and each day of continued violation counting as a separate violation.

Takes effect July 1, 2011.
