Establishes the "Highway Safety Act" to address road rage and aggressive careless driving by defining "road rage" as intentional or unintentional acts by drivers or passengers to injure, kill, or threaten to injure/kill others on the road.

Requires drivers on multilane highways to yield the left lane when being overtaken by faster vehicles, with exceptions for drivers at the speed limit, actively passing, in heavy traffic, or turning left.

Increases aggressive careless driving requirements from two to three or more simultaneous or successive violations (speeding, unsafe lane changes, following too closely, failing to yield, improper passing, or traffic signal violations).

Establishes fines of $100 for first aggressive careless driving violations and $250-$500 for subsequent violations, with mandatory hearing required for second or subsequent offenses.

Directs funds from increased fines to the Department of Highway Safety and Motor Vehicles for educational materials ($200,000 first year; $50,000 in years two and three), with remaining funds supporting trauma centers and emergency medical services.
