Adds additional fines of $500 for first offense, $1,000 for second offense, and $1,500 for third or subsequent offense for knowingly driving with a canceled, suspended, or revoked license, payable before vehicle release from impoundment or immobilization.

Distributes collected fines as follows: within municipalities (40% to municipality, 40% to county, 20% to towing agency); outside municipalities (80% to county, 20% to towing agency).

Changes penalties for knowingly driving with suspended/revoked license from criminal misdemeanor/felony charges to moving violations under chapter 318, with mandatory immediate vehicle impoundment or immobilization.

Simplifies vehicle impoundment procedures by requiring law enforcement to immediately impound or immobilize vehicles upon citation issuance, removing previous multi-criteria determination process.

Allows persons cited for driving with suspended license due to unpaid child support or financial obligations to enter nolo contendere plea with proof of compliance, with adjudication withheld if not done more than three times in 12 months, and provides vehicle release upon payment of towing and storage costs.
