Establishes "Florida's One-Stop Business Connect Act" to streamline business licensing and registration processes across multiple state agencies.

Directs the Governor to require seven state agencies (Health Care Administration, Business and Professional Regulation, Children and Family Services, Health, State, Revenue, and Enterprise Information Technology) to jointly review all state business licensing requirements and examine feasibility of creating a single online portal for business transactions.

Requires participating agencies to compile a complete inventory of all business licenses and registrations, analyze existing processes to identify inefficiencies and duplication, and recommend standardization and automation improvements.

Mandates the Governor submit a report and recommendations to the Legislature by December 15, 2011, outlining a plan for establishing the single online portal for accessing state business requirements.

Takes effect upon becoming law.
