Creates the Health and Human Services Contract Resource Center, administratively housed in the Department of Management Services, to serve as a consolidated unit for managing health and human services contracts across six state agencies (DCFS, DEA, DOH, APD, DJJ, and AHCA).

Establishes center duties including setting administrative and fiscal performance standards, developing uniform policies and monitoring protocols, maintaining a consolidated data warehouse of vendor records, and scheduling coordinated site visits for contract monitoring and evaluation.

Appoints a Board of Trustees composed of agency heads from the six participating agencies, with the Governor selecting the board chair, and requires the Governor to appoint an executive director with a graduate degree and at least 7 years of executive-level experience.

Exempts services provided by eligible lead community-based providers currently under contract with the Department of Children and Family Services from competitive bidding requirements, provided they comply with the department's performance, fiscal, and administrative standards.

Requires phased implementation beginning with children's services contracts, with all agency contracts incorporated by June 30, 2011, and takes effect July 1, 2011.
