Redefines "blood establishment" to include mobile units conducting blood collection and testing activities, and defines "volunteer donor" as persons donating without remuneration except incentives.

Prohibits local governments from restricting blood establishment access to public facilities based on for-profit or not-for-profit status, and prohibits blood establishments from basing service fees solely on customer profit status.

Requires blood establishments collecting volunteer donations to disclose on their websites information on collection procedures, annual production and distribution data, conflict-of-interest policies, and financial statements, with civil penalties up to $10,000 per year for non-compliance.

Exempts certain blood establishments from prescription drug manufacturer permits and registration requirements, while allowing them to obtain restricted prescription drug distributor permits to distribute specified drugs including blood derivatives and hemostatic agents.

Authorizes the Department of Health to adopt rules regarding prescription drug distribution by blood establishments, with requirements for storage and handling compliance.
