Requires the Department of Corrections and Parole Commission to establish agreements implementing the federal ICE REPAT (Rapid Removal of Eligible Parolees Accepted for Transfer) program to facilitate deportation of eligible inmates.

Amends control release authority provisions to allow extension or advancement of control release dates for arrangements transferring custody pending deportation, in addition to existing capacity management purposes.

Creates new statute 947.1461 establishing procedures for identifying eligible aliens during inmate reception, coordinating with federal authorities to determine immigration status, and setting control release dates after inmates serve minimum 50 percent of their court-imposed sentences.

Requires aliens to voluntarily waive all administrative and appellate rights in writing, agree to cooperate with federal authorities, and acknowledge that re-entry to the United States requires return to state custody to complete sentences.

Directs the Department of Corrections to maintain custody and transportation of deportable aliens until transfer to federal custody, and to compile statistics on transfers, actual removals, re-entries, and cost-avoidance achieved by the program.
