Replaces the term "handicap" with "disability" throughout the Florida Civil Rights Act of 1992 and related statutes to align terminology with federal standards.

Amends s. 393.13 to specify that persons with developmental disabilities have a right to be free from negligence and establishes that both individuals and entities are liable for damages when rights are violated.

Prohibits public lodging and food service establishments from discriminating based on disability, expanding protections previously limited to "physical disability."

Creates the "Floridians with Disabilities Act" (s. 760.15) by adopting the federal Americans with Disabilities Act of 1990 (as amended in 2008) as state law and makes civil and administrative remedies under the Florida Civil Rights Act available for violations.

Expands the definition of "public accommodations" to include facilities covered under Title III of the federal Americans with Disabilities Act, whichever definition is more inclusive, effective July 1, 2011.
