Defines "within the scope of a public K-12 educational institution" to mean any computer, computer system, or computer network physically located on school property.

Requires school districts to include instruction for students, parents, teachers, administrators, counseling staff, and volunteers on recognizing behaviors that lead to bullying and how to take preventative action.

Requires school district officials to investigate computer-related bullying complaints using a computer without web-filtering software installed.
