Creates s. 252.515, F.S., titled the "Postdisaster Relief Assistance Act," providing civil liability immunity for persons who gratuitously provide temporary housing, food, water, or electricity to emergency first responders and their immediate family members during declared emergencies.

Immunity applies only when a person acts in good faith and does not demonstrate reckless disregard for consequences; "reckless disregard" is defined as conduct a reasonable person knew or should have known would likely result in injury affecting life or health.

Defines "emergency first responder" to include physicians, dentists, nurses, paramedics, EMTs, firefighters, law enforcement officers, hospital workers, Florida National Guard members, and other personnel designated by the Governor during emergencies.

Immunity expires 6 months after the emergency declaration ends, or continues for the duration of any extension plus 6 additional months; does not apply to damages from acts unrelated to the declared emergency.

Allows persons to register with county emergency management agencies as temporary providers of housing, food, water, or electricity; registered providers are presumed to have acted in good faith.

Takes effect July 1, 2011.
