Creates the "Simulated Gambling Prohibition and Community Protection Act" (s. 849.162) making it a third-degree felony to design, promote, or operate simulated gambling devices for game promotions, sweepstakes, drawings, raffles, or games of chance.

Defines "simulated gambling device" as mechanically or electronically operated machines displaying simulated gambling on screens, including reel games, video poker, and any game based on random matching of pictures, words, numbers, or symbols.

Prohibits charitable nonprofit organizations from using simulated gambling devices or operator-controlled machines in drawings, and prohibits for-profit operators from using such devices in game promotions; violations are misdemeanors of the first or second degree.

Amends s. 849.16 to expand the definition of slot machines to include systems or networks of computers and devices activated by codes, account numbers, or remote activation methods.

Adds violations of s. 849.162 to the definition of racketeering activity under Florida RICO law; establishes that such violations constitute deceptive and unfair trade practices.
