Establishes a monthly 25-cent "systems benefits charge" collected by all electric utilities from residential, commercial, and industrial customers beginning January 1, 2012, deposited into the Sustainable and Renewable Energy Policy Trust Fund

Creates a direct-support organization governed by a 9-member board to administer funds for sustainable and renewable energy projects, with priority funding for solar rebate backlogs, innovation-to-market projects, and energy efficiency programs for low-income housing

Amends renewable energy contract requirements to base payment provisions on the utility's equivalent cost-recovery rate rather than full avoided costs for clean energy projects

Extends the Solar Energy System Incentives Program expiration date from June 30, 2010 to June 30, 2016, and reduces rebate amounts from $4 per watt to a tiered schedule ($2.50 for 2011-2012, $2 for 2012-2014, $1.50 thereafter)

Corrects a statutory reference in the farm-to-fuel initiative to direct coordination with the Florida Energy and Climate Commission instead of the state energy office
