Creates the Sustainable and Renewable Energy Policy Trust Fund within the Florida Energy Office of the Department of Environmental Protection, administered by the office head or designee.

Funds the trust fund through state appropriations, federal and state grants, and monthly service charges collected by electric utilities from residential, commercial, and industrial customers.

Uses trust fund revenues to support the direct-support organization's activities related to sustainable and renewable energy projects in Florida.

Allows unspent balances to carry forward annually and remain available for trust fund purposes, notwithstanding general budget reversion requirements.

Schedules the trust fund for automatic termination on July 1, 2015, unless terminated sooner, with required legislative review before that date.
