Expands the definition of "health access setting" to include school-based prevention programs and allows dental hygienists to practice in these settings without direct dentist supervision.

Authorizes dental hygienists in health access settings to perform specific remediable tasks including dental charting, fluoride application, sealant application, and calculus removal without prior dentist examination or authorization, subject to medical clearance requirements.

Requires dental hygienists performing unsupervised procedures to provide patients with written disclaimers that services are not a substitute for comprehensive dental exams and that diagnosis must be completed by a dentist.

Mandates dental hygienists performing unsupervised tasks to maintain professional malpractice insurance with minimum limits of $100,000 per occurrence and $300,000 aggregate, provide dental referrals, and encourage establishment of a dental home.

Allows health access settings and nonprofit 501(c)(3) organizations to bill and obtain reimbursement for dental hygienist services provided under the new unsupervised practice provisions.
