Authorizes City of Tampa to enter supplemental contracts with firefighters and police officers to comply with chapter 2009-97, Laws of Florida.

Changes trustee election procedures by increasing maximum time prior to term commencement for elections from 30 to 60 days and revising the manner of conducting elections.

Increases foreign securities investment cap from 10% to 25% of fund (measured on market value basis) and prohibits revision except by general law.

Allows retired members married or remarried after retirement to elect reduced retirement benefits to provide surviving spouse benefits, subject to specific eligibility conditions.

Permits active members to purchase up to 5 additional years of credited service based on prior full-time certified firefighter/police officer service or military service in Armed Forces; allows DROP participants to elect between fund investment performance rate or low-risk variable rate annually.
