Creates section 1008.347, Florida Statutes, to establish parental involvement and accountability standards for prekindergarten through grade 12 students with purpose of providing parents information and tools to support student academic success.

Identifies three causes of student underachievement: inadequate physical preparation for school (rest, clothing, supplies, attendance), inadequate mental preparation (homework, test preparation), and insufficient parent-teacher communication beyond written contact.

Requires teachers and schools to share information packets, forms, or videos with parents covering attendance expectations, physical readiness requirements, and academic work standards including homework time and test preparation.

Mandates that prekindergarten through grade 3 student report cards include a teacher-assigned parental involvement grade rated as satisfactory, needs improvement, or unsatisfactory based on parent responsiveness, student homework completion, student physical preparation, and student attendance.

Requires the State Board of Education to adopt an appeals process allowing parents to meet with the principal and teacher to discuss parental involvement grades and receive feedback on improvement steps, effective beginning with the 2012-2013 school year.
