Increases commission membership from 15 to 18 members, including the chairs of legislative growth management committees and directors of state agencies (Community Affairs, Environmental Protection, Transportation, and Office of Tourism, Trade, and Economic Development)

Expands the commission's planning horizons to include a 10-year timeframe in addition to existing 25-year and 50-year horizons, and requires development of a strategic plan addressing the state's growth management system

Requires the commission to submit a comprehensive strategic plan to the Governor and Legislature by November 15, 2012, along with progress reports by November 15, 2011, and March 15, 2012

Increases meeting frequency from three to six times per fiscal year, requires the executive director to establish an approved meeting calendar, and allows the commission to form subcommittees by vote

Changes voting requirement from three-fifths to majority vote and provides that the commission expires and is abolished on June 30, 2013
