Requires civil citation programs to provide for expunction of nonjudicial arrest records for minors who successfully complete the program, with concurrence of establishing agencies.

Amends the Department of Law Enforcement rules to mandate (rather than permit) expunction of arrest records for minors completing civil citation programs, applying the same conditions as prearrest/postarrest diversion programs.

Minors must submit an expunction application within 6 months of program completion, signed by parent/guardian or the minor if of age, along with certification from the state attorney that they completed the program for a nonviolent misdemeanor.

Authorizes the Department of Law Enforcement to charge a $75 processing fee for expunction requests, unless waived by the executive director, with fees placed in the Department of Law Enforcement Operating Trust Fund.

Applies retroactively to minors who completed civil citation programs on or after July 1, 2000, and takes effect July 1, 2011.
