Exempts students from tuition and fees for additional Mandarin or Portuguese language courses at state universities if they earned a B or higher in an initial semester course in that language

Applies the exemption only to subsequent courses in the same language in which the student earned the qualifying grade

Establishes the short title as the "Student Global Economic Education Act"

Automatically repeals on July 1, 2016, unless the Legislature reviews and reenacts the provision before that date

Takes effect July 1, 2011
