Adds bingo to the definition of "authorized games" that cardrooms are permitted to offer, alongside poker and dominoes played in a nonbanking manner.

Defines "bingo" as a game where participants purchase bingo cards, numbers are drawn by chance, players mark matching numbers, and the first player to achieve a predetermined pattern wins a predetermined prize.

Requires cardroom operators conducting bingo games to return 80 percent of all proceeds from bingo games during the year to players in the form of prizes and cash awards.

Defines "gross receipts" for bingo games specifically as the total amount received by the cardroom operator for participation in bingo games less the total amount paid to winners as prizes or cash awards.

Takes effect July 1, 2011.
