Requires independent sanctioning authorities for youth athletic teams to adopt guidelines educating coaches, officials, administrators, athletes, and parents about the nature and risk of concussion and head injury

Mandates that parents or guardians sign an informed consent each year explaining concussion and head injury risks before their child participates in athletic competition, practices, tryouts, or workouts

Requires youth athletes suspected of sustaining a concussion or head injury to be immediately removed from practice or competition and prohibits return until receiving written clearance from a physician trained in concussion evaluation and management

Allows physicians to delegate medical acts to licensed health care providers, consult with neuropsychologists, or use chiropractic physician evaluations when determining return-to-play clearance

Applies the same concussion guidelines and policies to the Florida High School Athletic Association for interscholastic athletic programs; effective July 1, 2011
